FLINT, MI — The Flint & Genesee Economic Alliance has introduced a new initiative to support small businesses throughout Genesee County. The Flint & Genesee Small Business Hub Grant Program, funded by the U.S. Department of Treasury and administered by the Michigan Economic Development Corporation (MEDC), aims to strengthen the local economy by providing financial support to businesses at various stages of growth.

Applications for the program are now open, with a submission deadline of 5 p.m. on Friday, Jan. 3, 2025. The program will award $210,000 in grants to eligible businesses, offering grants ranging from $5,000 to $15,000, depending on the size and stage of the business.

The grant program targets three categories of businesses:

  • Start-ups, defined as businesses operating for less than a year, can apply for grants of up to $5,000.
  • Micro-businesses, which have been in operation for more than a year and employ fewer than 10 full-time staff, are eligible for up to $10,000.
  • Small businesses with 10 or more full-time employees can apply for grants of up to $15,000.

Businesses interested in applying must complete a two-step process. First, applicants must submit a Letter of Intent (LOI) to determine eligibility. Once the LOI is approved, applicants can proceed to the full application.

The full application requires details such as a current business plan, proof of business registration, and a proposed budget for the use of funds. Applicants must meet specific eligibility criteria, including being located in Genesee County, being properly registered, and remaining in good standing.

Nonprofits, franchises, and businesses involved in bankruptcy proceedings are not eligible. Grantees will also participate in a four-week training program consisting of two virtual and two in-person sessions. The training is a mandatory requirement before funds are disbursed.

The grant funds can be used for a variety of business needs, including purchasing equipment, inventory, marketing services, and certifications. However, expenses must be new and cannot include alterations to building structures.

All expenditures must be completed and documented by Sept. 12, 2025. To ensure accountability, grantees must upload receipts to the grant’s online management system. Program staff will also conduct regular check-ins with recipients to track progress and compliance.

The Flint & Genesee Small Business Hub Grant Program is part of a broader effort to foster economic development across the region. By investing in local businesses, the program aims to create jobs, support entrepreneurs, and contribute to the area’s long-term prosperity.

MIDLAND, MI – Dow has announced Karen S. Carter as its new Chief Operating Officer, a role that reflects her more than three decades of leadership and innovation within the company. Formerly the President of Dow Packaging & Specialty Plastics, Carter will now oversee strategic and operational excellence across Dow’s key business segments.

In her new role, Carter will manage Dow’s three core business segments—Packaging & Specialty Plastics, Industrial Intermediates & Infrastructure, and Performance Materials & Coatings. She will also align the company’s Integrated Supply Chain, Purchasing, Information Systems, and Commercial organizations under her leadership.

Carter will be based in Midland and report directly to Dow Chair and CEO Jim Fitterling. She will also join the company’s Executive Committee, playing a pivotal role in shaping Dow’s strategic direction.

“Karen is a proven leader with more than three decades of experience at Dow delivering strong business results,” said Fitterling. “She has an excellent track record of operating discipline, maintaining close relationships with key partners and customers, and driving innovation across the organization. She has successfully led our largest business and played critical leadership roles in other essential business and functional teams within Dow, always with a focus on developing and maintaining high-performing teams.”

Carter’s career at Dow began in 1994 and has included leadership roles in operations, sales, marketing, and human resources. She most recently led the Packaging & Specialty Plastics division, which generated over $23 billion in annual sales and became one of Dow’s most profitable segments.

Under her leadership, the division introduced pioneering circular products such as REVOLOOP™ Recycled Plastic Resins and expanded Dow’s role in the circular economy through strategic acquisitions and partnerships. Her contributions have positioned Dow as a leader in sustainable innovation.

Before leading Packaging & Specialty Plastics, Carter served as Dow’s Chief Human Resources Officer and Chief Inclusion Officer. In these roles, she championed a culture of inclusivity, empowering employees to align their efforts with Dow’s long-term strategies.

Carter’s leadership experience extends globally, with roles spanning industries such as consumer electronics, construction, and engineering thermoplastics. Her expertise has been instrumental in driving business strategies and fostering innovation across diverse markets.

In addition to her professional accomplishments, Carter is deeply committed to her community. She serves on the boards of Southwire and the Boys and Girls Clubs of the Great Lakes Bay Region. HEMLOCK, MI – Hemlock Semiconductor (HSC) is set to receive up to $325 million in federal funding under the CHIPS and Science Act, aimed at expanding its production of semiconductor-grade polysilicon. This investment, announced by the U.S. Department of Commerce, is part of the Biden-Harris administration’s efforts to strengthen the domestic semiconductor supply chain and bolster national economic security.

“Polysilicon is essential for semiconductor manufacturing, and having a reliable source is crucial for both our economic and national security,” said U.S. Secretary of Commerce Gina Raimondo. “Thanks to the CHIPS and Science Act, we are investing in domestic materials suppliers like HSC to drive America’s semiconductor resurgence and create quality jobs across the country.”

Congressman Dan Kildee (MI-08) praised the federal investment, stating, “New laws like the CHIPS and Science Act are helping to bring manufacturing back to mid-Michigan. This is a major economic investment that will help to create hundreds of good-paying new jobs in Saginaw County. Bringing back manufacturing to America will help to secure our supply chains, create good-paying jobs, grow our economy, and ensure we make things in Michigan—not China. Thanks to Vice President Harris and Democrats, we are ensuring Michigan leads the way in the manufacturing jobs of the future.”

HSC, founded in 1961, is the only U.S.-based producer of hyper-pure polysilicon, a critical material used in semiconductor chips, artificial intelligence technology, and solar power devices. The proposed funding will enable HSC to expand its existing campus in Hemlock, Michigan, and is expected to create 180 permanent manufacturing jobs and over 1,000 construction jobs.

HSC Chairman and CEO AB Ghosh emphasized the importance of this investment, stating, “Bolstered by the CHIPS Act, we are planning for a once-in-a-generation investment to continue serving as a top polysilicon supplier for the semiconductor market. This funding shows that the Biden-Harris Administration and our Michigan leaders understand the crucial role HSC plays in strengthening U.S. interests.”

The funding will also support workforce development initiatives, including partnerships with local institutions like Delta College and Saginaw Career Complex. Additionally, HSC is committed to sustainability, working with Michigan’s environmental agencies to reduce emissions and guide the state toward a low-carbon future.

This investment marks a significant milestone in the U.S. semiconductor industry’s push to revitalize domestic production and reduce reliance on foreign supply chains.

FLINT, MI — Black, Indigenous, and People of Color (BIPOC) business owners in Flint and Genesee County are invited to a special networking and learning event, “Welcome to the Bridge,” taking place on Thursday, Oct. 24, from 5:30 to 8 p.m. at the Sloan Museum of Discovery. Hosted by the Flint & Genesee Economic Alliance’s Small Business Support Hub, the event will showcase resources and tools to support the growth and success of BIPOC entrepreneurs.

The highlight of the evening is the Flint & Genesee Business Bridge platform, a tool launched in 2022 to connect BIPOC-owned businesses with larger organizations and procurement opportunities. Since its inception as a directory, the platform has evolved into a comprehensive resource, aiding local businesses in accessing new opportunities and accelerating their growth.

“What began as a directory has transformed into a powerful tool for BIPOC-owned businesses in the region,” said Karena Hamlet, Program Director of Business Services at the Flint & Genesee Economic Alliance. “We’re excited to unveil the latest updates, which make it easier than ever to navigate the platform and leverage the available resources.”

The newly enhanced platform allows users to connect with other business owners, local organizations, and access requests for proposals (RFPs) and contracting opportunities. It also provides information on funding, business events, and educational workshops, making it a valuable tool for BIPOC entrepreneurs.

In addition to a presentation on the platform’s latest features, “Welcome to the Bridge” will include a panel discussion with bank underwriters who will offer insights into what they seek when reviewing loan applications from businesses. Attendees will also have the opportunity to enjoy dinner and network with other business professionals from the Flint & Genesee region.

“One of the greatest strengths of the Business Bridge is its ability to foster connections within our community,” said Hamlet. “This event is a fantastic opportunity for BIPOC entrepreneurs to expand their networks and unlock valuable resources that can help them thrive.”

SAGINAW, MI – Glenn Steffens said Oct. 8 that he does not wish “at this time” to publicly discuss his sudden resignation as director of STARS, Saginaw Transit Authority Regional Services.

He adds that he is “very supportive” of Amy Bidwell, the former deputy director and chief financial officer appointed by the nine-member STARS board to serve in the interim, and offers “absolutely the best wishes” for STARS and the future. He declined to discuss his own employment outlook.

Bidwell came to STARS a year ago after serving as manager of Midland’s Dial-A-Ride transit program

Steffens’ resignation was announced after an Oct. 7 special meeting for “financial review,” not mentioned in the STARS press release, Another special session for the same purpose is listed for noon on Oct. 14 at the Rosa Parks Transit Center, 615 Johnson, with the regular meeting at noon on Oct. 28.

Michigan Banner could not immediately reach Kathleen Miller, the STARS board chair, or Floyd Kloc, the former mayor who is vice-chair.

The STARS website, saginaw-stars.com, states that after Steffens was hired eight years ago, “In 2016, due to changes in their funding structure, STARS was on the brink of bankruptcy. The fleet was deteriorating, services suffered, the local community was hurt. When many local and federal levels swung into action, STARS was kept alive.”

He is best known for promoting pursuit of federal funds for the Potter Street Railroad Station, four blocks north of the downtown terminal, for historical restoration as a new STARS headquarters. In addition, accomplishments  listed include:

  • Formed a public private partnership with Michigan Steel Mills to provide worker transportation, 3 shifts at 1,200 rides per week, funded completely with private funds,
  • Saved over $200k for STARS in Union Contract negotiations while increasing union wages for 60 employees by over $120,000 per year due to better/smarter bargaining techniques.
  • Restored Saturday services.
  • Redesigned system from 7 to 9 routes.
  • Extended weekday operating hours from 7:20 p.m. to 9 p.m.
  • Increased the budget from $5.8 million to $10.9 million in five years.
  • Purchased 13 refurbished buses through unconventional and creative means to overcome extreme capital replacement short falls.
  • Launched Rides to Wellness, the first county-wide offering in the history of the agency.  This cutting-edge service now has dozens of community partners and offers rides to the general public through Michigan Transportation Connection (MTC).
  • Currently STARS employs 120 people between Maintenance, Transportation and Administrative Departments and continues to grow.

The Bay Area Community Foundation (BACF) has appointed Shawna Walraven as its new President and CEO, following a unanimous decision by the Board of Trustees. Walraven will officially take over the role on October 7, 2024, succeeding Diane Mahoney, who is stepping down after seven years to join her husband in Frankfort, Michigan. Mahoney’s last day will be September 24.

“We are very excited to have Shawna Walraven join us as President & CEO. Her experience, skill set, and passion for Bay City will push us to the next level,” said BACF Board Chair Danielle Krupp. “The fact that she is a Bay City native gives her a leg up in understanding the needs of the community. She was unanimously chosen, and we couldn’t be happier.”

Walraven, a Garber High School graduate, holds a finance degree from DePaul University and a juris doctorate from St. Louis University. She has served the County of Bay in multiple capacities, including finance director, treasurer, and assistant corporate counsel. Walraven has been a longtime supporter of the BACF through her volunteer work on its Grants and Standing Scholarship committees, as well as with the United Way of Bay County.

“I am honored to accept the role of President & CEO for the Bay Area Community Foundation,” Walraven said. “The magnitude of the position and the organization is not lost on me. I look forward to working with the staff and volunteers to continue the important work of the Foundation.”

Under Mahoney’s leadership since 2017, the Foundation experienced significant growth, with assets increasing by 43%, from $42 million to $60 million. During her tenure, $15.7 million was invested back into the community through grants and scholarships, including over $1 million in ARPA grants in collaboration with the County of Bay.

“Diane Mahoney has been instrumental in the Foundation’s success,” Krupp noted. “Her efforts in growing the Foundation and strengthening donor relationships have had a lasting impact on Bay and Arenac counties. We are grateful for her service and wish her and her husband, Gerard, all the best.”

The Bay Area Community Foundation serves Bay and Arenac counties, helping address critical community needs while fostering opportunities for growth and development.

“Over the last decade, we have celebrated dozens of organizations and local leaders making a positive impact in our community,” said Tim Herman, CEO of the Flint & Genesee Group. “As we mark the event’s 10th anniversary, we look forward to continuing this tradition of honoring excellence and fostering growth in the Flint & Genesee region.”

Nominations are open to for-profit businesses, nonprofits, and individuals in Genesee County, and are due Thursday, Oct. 10 via online submission at FlintandGenesee.org/aoa. Self-nominations are allowed.

The full lineup of award categories accepting nominations is as follows:

Business Awards presented by the Flint & Genesee Chamber

  • Business Impact Award: Recognizes a company with 50 or more employees making a positive impact in Flint & Genesee
  • Small Business Award: Recognizes a company with fewer than 50 employees making a positive impact in Flint & Genesee
  • Minority-Owned Business Award: Recognizes a minority-owned business making a positive impact in Flint & Genesee
  • Claire M. White Award: Honors a woman working for the betterment of Flint & Genesee in community, career, or someone else’s life
  • Young Professional Leader Award: Recognizes a young professional 40 or younger making great strides to benefit their company and/or the community
  • Nonprofit Impact Award: Recognizes a charity, church, or nonprofit making great strides to positively impact any facet of the Flint & Genesee community
  • Diversity, Equity & Inclusion Champion Award: Recognizes a business or organization that has demonstrated leadership in helping make Flint & Genesee a place of opportunity and inclusion for those who live and work in the county

Hospitality Awards presented by Explore Flint & Genesee

  • Hotel Ambassador of the Year: Recognizes a hospitality worker who provided outstanding service in areas including, but not limited to, front desk, host, hostess, housekeeper, guest services, hotel restaurant, and maintenance
  • Frontline Ambassador of the Year: Recognizes outstanding customer service in the non-hotel areas of food service, bartender, transportation, business, etc.
  • Attraction of the Year: Awarded to a venue or attraction that continues to raise the bar, offering top notch entertainment or programming to the community and visitors
  • Bryant “BB” Nolden Community Champion Award: Recognizes an individual or organization who improves Flint & Genesee through community collaboration, advocacy, and engagement
  • Restaurant of the Year: Recognizes a restaurant for their outstanding service, menu, and overall experience of the customer
  • Hotel of the Year: Recognizes a hotel for outstanding service, comfort, and attention to hotel guests, providing an excellent overall experience
  • CTA of the Year: Recognizes an individual Flint & Genesee Certified Tourism Ambassador (CTA) who has gone above and beyond to promote the region, bring awareness to attractions, spread a hospitality-driven culture, and grow the CTA network

Winners will be announced at the Nov. 7 gala at the FIM Capitol Theatre. Additionally, the Flint & Genesee Group will recognize the recipients of this year’s Art Hurand Award, C.S. Mott Award, and Economic Development Project of the Year Award during the event.

SAGINAW — After nearly 30 years of service, Jeanne Conger, the executive director of Positive Results Downtown Saginaw, has announced her retirement, planned for spring 2025. Conger’s long-standing tenure with the organization, also known as PRIDE in Saginaw Inc., has been marked by her creation and development of numerous hallmark events and initiatives that have become staples in downtown Saginaw.

In preparation for her departure, Positive Results is actively seeking a new executive director who can work alongside Conger for several months to ensure a smooth transition. The organization is committed to enhancing the cultural, social, recreational, and economic vitality of Saginaw and its surrounding areas.

The executive director role involves overseeing the day-to-day operations of the organization, coordinating closely with the board of directors to execute tasks effectively. Positive Results is known for hosting a variety of popular community events, including Friday Night Live, Holidays in the Heart of the City, the Saginaw Christmas Parade, and seasonal activities like the Outhouse Races, Bringing Back the Ice in collaboration with Hoyt Park, Ice Blast in partnership with the Saginaw Spirit, and Harvest Days with the Saginaw Farmers’ Market.
