Hemlock Semiconductor expansion could draw $40 million in state support

HEMLOCK, Mich. — One of Saginaw County’s largest manufacturers is in line for another major investment as Michigan looks to strengthen its place in the national semiconductor industry.

Hemlock Semiconductor could receive up to $40 million from the state’s Make It in Michigan Competitiveness Fund to support construction of a new manufacturing facility at its Hemlock campus.

The project is expected to leverage about $407 million in private investment along with $325 million previously awarded through the federal CHIPS Incentives Program. State documents put the overall investment at roughly $772 million.

The expansion is expected to create as many as 180 permanent manufacturing jobs and more than 1,000 construction jobs. The new facility would increase production of hyper-pure polysilicon, a critical material used to manufacture semiconductor chips. Hemlock Semiconductor is the only U.S.-headquartered producer of hyper-pure polysilicon and one of only a handful of companies globally capable of producing material at the purity required for leading-edge chips.

Gov. Gretchen Whitmer highlighted the Hemlock project Thursday, Aug. 6, as part of a broader package of manufacturing investments around Michigan.

State Sen. Chedrick Greene, whose district includes the Hemlock area, said the expansion could create new career opportunities while strengthening the Great Lakes Bay Region’s role in advanced manufacturing.

Founded in Saginaw County in 1961, Hemlock Semiconductor has grown from a local manufacturing operation into a strategically important part of the U.S. semiconductor supply chain. The federal CHIPS award announced in 2025 was designed in part to reduce the nation’s dependence on foreign sources for materials used in semiconductor production.

Production connected to the new facility is planned for 2028.
